Rubbish under train arches on Loveridge Rd

There is always a large amount of rubbish that is being left beside a large tree next to the yellow Wine Mart store on Loveridge Road. This is right by the train arches. There are a number of signs in the area, however there are always multiple bags of commercial and household waste being left here. Last week the bag pile was around 1.5 metres squared! It is causing the area to become filthy and vermin will likely appear. If there are signs saying that litterers will be fined, then is this happening? Please do look into this.
