Rubish covering flat entrance

Flat 7A Oval Road has been left vacant for some time now. It is a basement flat and so below ground level. Piles of rubish have been left outside the flat covering the front of the property, in addition there would appear to excrement smered across the front door. I beleive if left this may attract fly tipping, rodents or potentially arsen.
