Parking on pavement

The resident Mr Glen Parfitt at number 57 Penylan constantly parks on the pavement, Prams and wheelchairs cannot get passed his car and on a number of occations i have had to cross the road with my baby in pram and my two children on a blind hill which is very dangerous of which has three bad accidents here in the last 6 months, who is going to be hurt next all because this idiot cannot park on the road like everyone else and forces people out onto the dangerous road because he parks on the pavement. Police have been informed but he still continues to park on the pavement.
