Tempoary metal container

The chicken factory off thompson street in padiham have placed a large metal container just by the river, its been there since christmas though we have yet to see a planning application for it (i would think 1 would be needed?) the local yobs like to jump on it at 3am and its an eyesore.

still there, still not fixed. no contact from anybody regarding the problem.
