This drain is filled to the top with rubbish. Why after 4 weeks is it still blocked?

This drain is still blocked despite our local Cllr Sven Rufus taking the matter up. It would appear the the Council have no control of this matter. It is out to Contract and all we can do about it is try and get the Contractor changed for failing to carry out the contracted work.
