"For Sale" signs on council property?

Around in various locations, clearly visible when driving around beggarwood lane, there are a number of "For Sale" and "To Let" signs that are either clearly on council owned land, or attached to railings which appear to not be part of the property the sign is related to.
I realise that houses need to be advertised but it is ugly seeing so many signs so close to the road. I thought that signs were required to be on the property they related to and were limited in number to only 1 per property?
Please can you investigate and get the ones placed on public land removed if appropriate. And talk to the estate agencies involved to ensure they are not placed in inappropriate locations in the future.

I was informed by the highways agency that beggarwood is not fully adopted yet and so it was probably not possible to do anything (which came as quite a surprise, seeing as somebody comes and maintains the bushes, grass etc.).
They said they would forward it on to someone else at the council but I've not heard anything else, and there are still just as many signs.
