Uneven and noisy grate on busy road

A grate that is not level on the road creates an annoying noise to nearby residents that can be heard towards the rear of their houses almost every time a car passes by (if the car's wheels go over the grate which they normally do). This is a busy road so the noise is constant throughout the day. Road needs levelling at point of grate.
