Overhanging bushes on pavement

Between no 6 Austen Close & no 1 Thomas Avenue there are so many shrubs hanging over the pavement I saw a lady have to take her pushchair onto the road earlier because she could'nt walk on the pavement. It needs cutting back asap before someone is hit by a car stepping into the road to avoid the shrubs & trees.Im not sure who is responsbible for overhanging shrubs onto a public pavement.

the bushes were cut by no 1 Thomas Avenue who have now taken up the land and put a fence up so have benefited by taking Redlow land!!!
