Church Road is such a mess!

I am writing to complain about the state of Church Road in Crystal Palace - in particular the area beginning at the Westow Hill, Anerley Hill junction. From the beginning of last week (Monday 14th Sept) as I began walking my son to big school for the first time, i noticed several areas where dogs had fouled. One was oddly already in a bag and then dropped on the floor where my son accidentally scooted through it in his brand new school shoes. One particularly foul (if you'll pardon the pun) area was right next to the bus stop outside the old Gala bingo hall. This week most of the dog mess has been spread all over the street, by the rain and people's feet. Why has this street not been cleaned? Surely streets should be cleaned more than once a week ( so far it's been at least 11 days and counting since I noticed all the mess). It's also covered in cigarette butts and litter. Whilst I appreciate it's the fault of residents who think it's okay to let their dogs use the street as a toilet, or throw their cigarettes on to the floor, surely it's Bromley's responsibility to ensure we can walk on relatively clean streets. I find it really depressing that Church Road seems to have been left to rot - what kind of an image does this give to vistors to the area? I look forward to your response.

Updates
Thank you for bringing this to our attention. I am very disappointed to hear that Church Road is such a mess. I can assure you that Church Road should be cleaned at least once a week (in fact, as a major thoroughfare, it should be cleaned MORE than once a week).
I believe that responsibility for cleaning Church Road falls to Croydon Council, even though the street itself falls with both Croydon and Bromley boroughs. This does not excuse the failure to clean the street, however; nor does it absolve Bromley of its responsibility for making sure that it is kept clean. I have brought this to the attention of officers and asked them to investigate.
If the problem is not cleaned up by the end of the week, or if the general dirtiness does not improve by the end of October, please email me or my Liberal Democrat colleague, Cllr John Canvin, and we will pursue the matter further.
