Pavement blocked by overgrown shrub

Budleia overgrown from front garden of empty house means having to walk in the road around the (illegally parked on single yellow line) cars to get through. Apart from the problem with the shrub why are parking restrictions never enforced in this street - it's become a haven for numerous vans amongst everything else.
