Persistant/continuous noise from playing children (10 - 15years of age)

Daily (all day 10am - 9pm in summer & weekends), from approx 330pm - 8pm, groups of children (street residents) playing football, shouting/screaming, listening to music, on scooters (with wooden jumps/ramps) and other games. Parents don't want to know, nor are they concerned at how unhappy the constant noise and banging upsets numerous residents. Green, fields and 3 parks all within 5 - 10mins walk/cycle from street. Police involved and still nothing has been done. Going on for years now. Nothing ever gets done.
