Allowing dogs to mess the area

I have caught at aprox 2:20 pm today the 23rd of sept the the resident at number 17 badlow close allowing his dog to foul the area directly outside my front window

he has just allowed his dog to foul outside here again this time at the front within a few feet of the NO DOGS sign ..he picked it up this time but thats does not remove the urine and smell !!
