Horse on public footpath

I walk my dog along this footpath 3 times a day. Over the last 2 or 3 weeks my way is barred by a travellers horse which is on a very long tether which allows him to wander along the footpath. This worries both myself and my dog. My main concern is that the horse tries to kick my dog when she goes close to it. Several people have expressed their concern to me, so I know I'm not alone.
