Large paint spillage

Hi - somebody has tipped what looks like a whole pot of industrial paint on the road. It has left and unsightly - and permanent - mark on the tarmac, which is distracting for drivers as it distracts from the markings on the road. It is very unsightly for us residents too. Would be great if it could be removed ASAP. Many thanks.
