Blocked drain

There is a blocked storm water drain due to tree roots on the property of 84A Putnoe Lane. Bedford MK41 9AG. A drain company has told us that it is because of tree routes in the main drain on Putnoe Lane. We are not sure who owns this drain, but it has a 12" opening so are presuming it is the council or water board. Hope you can help.

The water board came and had a look but said that the problem is on our land so cannot do anything about it. Unfortunately we can only get to the roots through the water boards manhole so will have to seek permission before it can be cleared.
