Gangs and Vandalism

Recently around 30 kids ranging from ages 10-18 have started to hang out under the bypass in such huge numbers that at night especially recently they been carrying out acts of vandalism on nearby buildings with immunity since individual residents cant go out talk to them when there is 30+ that could turn on the resident. Police just drive past and dont even try to break them up yet they spend most afternoons vandalising cars and smashing windows in the neighbourhood. I dont know why our council hasnt told police to break up groups of more than 5 which is a proven way to stop alot of antisocial behavior when not in huge groups. They been gathering during daytimes all last week then come night go on crime sprees smashing windows and such.
