Speeding cars

Cars regularly speed down this road as it is a 'rat run' connecting the top of Elm Grove with Lewes Road.A neighbours cat was killed by a speeding car (which did not stop) and it could be just a matter of time before someone is injured. Can the ineffective humps in the road be improved to force cars to slow down?
