Uncontrolled seating development along Tankerton Slopes

Please can you explain to me why it appears to be possible for uncontrolled development of seating being constructed along Tankerton Slopes? There are now far more seats than are needed - and at the rate they are being erected, there will be no grass on the slopes left soon.

Benches are usually donated by residents and visitors to replace those that have become obsolete or have been damaged. Both residents and visitors enjoy the grass areas and seaward views and benches are heavily used especially on bright sunny days.

I am not sure we have yet reached a point when we have too many however, we will ensure that future positioning of benches is well spaced.
