Cigarette butts and rubbish

Sent to Bolton Borough Council less than a minute later
Since the hospital workers have been banned from smoking in the hospital grounds the end of this footpath is now the smoking and break area. It is full of cigarette butts and food & drink cartons. People using the path have to walk through a tunnel of other peoples smoke. Its not fair the NHS has solved nothing except it is no longer responsible for clearing up the mess. The problem hasn't gone away now its is the councils responsibility.

I have also written to the councillor responsible for "Cleaner Greener Bolton" and not had any reply. The problems is as bad as ever no attempt to clean it up.
No reply from the councillor, still as bad as ever. My dog disturbed a large rat in among the food cartons.
The large rat wasn't a Bolton councillor by any chance, was he?
The farmers haystore in the farmyard at the side of the path burned down two weeks ago. Stray cigarette butt perhaps?
Currently snow on the ground. I never received any reply from letter I sent to the council. There was an article in the paper last week saying that the ban was illegal and complaining about the state of the hospital entrances because bins had not been emptied and butts and rubbish had been thrown on the floor.
