30' untended leylandii on Council land

The view/light etc from my parents home in Underhill is dominated by unpruned leylandii at the back of a residential block. I believe it to be Council/housing association land.

There is also an access path to their garden that is obstructed by these unkempt trees which makes the walk into the village further.

The trees have been cutback before, but not for a considerable time, and are in serious need of pruning again.

Since my parents are in their 90's, they are unable to contact the Council easily themselves.
