Noisy drain cover

Hello, I live and work in a grade II listed building so the windows are single glazed. There is a large drain cover in Sun Street street which is a pedestrian zone during the day. As people step on the cover it rocks abck and forth making a right racket and it's driving me barmy. This continues at night when The Taxis & Chavs using Sun Street as a rat run drive over it. Please fix it. Thanks.

KCC confirmed it was a problem but said it was the responsibility of the Water Board to fix. They supposedly passed the problem on!
