Dog poo

For the past two months someone is allowing there dog to come down our private steps to our basement flat and poo on the walkway right outside of the window. it of course stinks & is horrible to clean up. we,ve been shutting the gate & placing obsticles but it's not working. we,ve cleaned it with bleach, but to be honest it's so gross cleaning up after someone else's pet, when we don't even have one ourseles as cleaning up it's poo makes us feel totally sick. it happens of corse whenever we're not in, and it's now the ninth time. please help, thanks.
