Overgrown grass verge

This grass verge used to be maintained years ago, but for quite a few years has been left and is now overgrown with brambles and bushes.
We have been in touch with several people on the phone. A Mr. Halden helped last year when we complained and eventually someone came and cut it back, that was last November. It has now all grown back again and we have once again been in touch but nothing has been done. I have a reference no.83028152. Mr Halden said he would contact the person responsible but that person has not been in touch. Some of the names I have been given are: Mr John Crowley, Mr Michael Hyams and Mrs Phillipa Gates who said she was only responsible for "rights of way". Last year I supplied the council with photos, if they look at last year's ref. No.82075706 they might still have the photos, the area is now in a worse state.

We have had the same response as always.....none For the question below we would prefer to have the problem resolved, not another questionnaire.
The brambles etc. have been hacked down, therefore not completely cleared which of course means if it is not maintained regularly it is going to grow wild again. Can someone tell me how regularly this is going to be maintained, and couldn't it be properly cleared and then put to grass again.
