Obstruction of Driveway

I have a dropped kerb, legal driveway. Vehicles are still parking as to cause obstruction to my driveway rendering it unusable. As it is a dropped kerb and hence legal driveway then I expect the council to white line an area that will make parking illegal where it will cause an obstruction. It is now over 3 years that this has been continuing and the police have already been involved and did recommend me to ask the Council to become involved to try and overcome the problem.
