Running a car repair business from home

This family have been illegally running a car repair/sale business from their property for years. They take up multiple car spaces at the front of their house and always have at least three cars being repaired ready for sale at the back. They carry out business practices totally unsuitable for a residential area such as oxy acetylene welding and what seems near constant grinding. Last week my child suffered a flash from their welding torch whilst playing in the back street and had to be taken to hospital. To add the family is also claiming invalidity benefits for a suspect ailment that seems to disappear when underneath a car or not in the public gaze whilst profiting from a car sales business that doesn’t pay any tax.
