Electrical cable coming out of ground

Yesterday I noticed a couple of children playing with some electric cable which appeared to be coming out of the ground. On investigation it is approximately 50 foot of cable which is coming from the grass verge. I managed to wrap it up over a branch of the tree close by. Obviously this is a health & safety matter. I do not know what the cable is from but needless to say something needs to be done about it sooner rather than later.
