Refuse not being collected

128 Chesterton Rd. The tenant has reported to me (his Neighbourhood Officer @ Notting Hill Housing) that the refuse men are not going down into his basement to collect his rubbish. Please ask them to go down the basement steps to collect there, not just what is left on the street. Thanks Sean
