Garden being used as a public dump

I just moved into 15 Wellsway, on top of the co-op local store. It seems the outdoor area around the rear of the building has been used by many as a public dumping ground, including construction waste such as industrial shipping bags. The whole garden/patio area has been used for dumping, but many of the bags have been covered by ground-cover growth (plants). These do smell and are also a problem. Would it be possible to to also leave a "Littering will be fined" type of sign?
