Overgrown weeds

The alleyway that runs along the back of my back garden is overgrown with weeds. It is the alleyway that runs down and behind the houses in Greenwood Close. No-one seems to take any resopnsibility for clearing it. As a result the weeds are starting to creep into my garden.Please could it be cleared. Many thanks
