Cigarette butts

Employees working in Metropoint office block(Enterprise and Sovereign IT) standonthe pavement outside the church (just past the entrance to the office block)and across from the Metropoint offices smoking and dispose of their cigarette butts on the pavement or on the grass. This is despite a large Enfield bin. I thought that littering was an offence and subject to fines.
