Tree's & bushes

Hello,

I am a resident in Rumsey fields. There is a small park that is council owned at the end of the street and a footpath that runs alongside the path and around the back of some of the houses. It has become more and more difficult to walk down the footpath because the bushes have now overgrown the footpath. Just wondering if this is the councils responsibility to cut them back? The council do come and cut the grass in the park and next to the footpaths.
