People still using black bin bags

Even though we have been told by Copeland borough council to use the blue bin bags provided, people are still dumping rubbish in the alley way behind our houses using black bin bags. Not suprisingly these bin bags have been left by the bin men after the last collection on friday and have subsequently been opened by cats. This was a constant problem before the blue bags were introduced,but i had noticed a significant change in the amount of litter that was left in the alley way because of this introduction... but there are a few people on this street that are clearly rude and disrespectful and are not willing to abide. These people clearly aren't bothered as they dont have to look at the mess every single day as they dump the rubbish at the end of the alley, away from their property. This is a buffet for rats and i dont want to be invaded by them, this matter needs to be addressed asap. We have been out this morning and reluctently had to re bag the rubbish as it is becoming unbearable,its still sat there waiting to be collected and i expect it will be there for days to come. I understand that the council wont collect anything but blue bags..maybe a reminder letter needs sending out to residents.
