Overgrown Shrub overhanging footpath

Just as you turn into the alleyway on the right hand side there is a very overgrown bush growing over the wall and narrowing the alleyway - would it be possible to ask the resident of this property to cut it back. Also further along the alleyway on the right hand side towards Springfield Close the same property has a row of small conifers which are also growing into the alleyway. Thanks for your help.
