Car blocking pavement all day

Volvo estate gets moved from drive to pavement during the day, and back at night, blocking mobility scooters et al from using the pavement. Why does he not just park it in the road like a decent citizen? Please warn or fine the driver to stop this happening, thank you.

Cars park in all sorts of places,except the village car park,which is often empty.the local shop is the cause of the problem and lack of yellow lines.Visability to the right is almost nill when pulling out of the T Junction.This problem is in Talybont Gwynedd.

I have been advised that this issue needs to be reported to the Police as it is an obstruction of the footway - Canterbury Council has no powers in this situation.
