Illuminated Sign on the Cheltenham Samaritans Building

Please would you investigate whether planning permission has been acquired for the illuminated sign on the side of the Samaritans building located on Back Albert Place? As an immediate neighbour I consider that this sign is poorly positioned, too large and too bright. Perhaps a smaller sign could be positioned on the wall facing the road-side where it would be clearly visible to those who need it - rather than facing private residences as it does at the moment. Thank-you for you're assistance.
