Rubbish left out all week

Please can you help. The flats near us do not have unough bins and the residents have to leave the bags outside all week. This is attractg foxes, rats and flys. The rubbish blows about after the bags a ripped open by the vermin. I admit several houses do this too but the flats are the only ones not to blame. They really don't have propper bins. Please can you talk to the owner to get this problem cleared up. Theres so much rubbish blowing about it's horrid.
