Water leak

I have had a lot of water accumulating in my back garden for a long time now. About 3 or 4 weeks ago it got worse with water standing on the lawn making that area extremely wet and unuseable. After a a bit of research I phoned Essex & Suffolk water who sent someone round and identified the water as tap water. I was worried in case it was a well or spring of some sort. He said it was coming from next door and was leaking from the feed from the main to the meter. So it was down to Essex & Suffolk and should be fixed in about a week. As it was the feed to the meter he said they could carry out the work without the permission of the man next door. That was 2 weeks ago, we are now being told that they will only give details to the man next door and will not give us a date for when they will fix the problem. The man who lives next door works in London and is often away. First they said it could be fixed without any involvement with the householder and now we are not allowed to know what is going on. Our lawn especially since the rain of the last few days is getting worse, it has ruined a few of our plants and we just want to know when it will be fixed especislly as water is a precious resource and should not be wasted like this. This could have been leaking into our garden for months. For all we know it could also be damaging the footings. Please help.

The council said they could not help, so I got back in touch with Essex & Suffolk water and took it higher and it was sorted the next day.
