Car causing obstruction

Car parked in narrow road. Has been there for two weeks. Have asked owner to move it but no response other than to fit a roof box on top of the car so it is visible above the wall from my back garden. The road width left is only 2.5m which is too narrow for a fire engine or refuse vehicle to pass without mounting the grass verge.

Eventually two households wrote to this neighbour. The first car was moved but we now get a different car from the same property parked there for three or four days a week. Just being difficult, I suppose.
