Turning off high intensity lights in a 30 MPH zone

I cannot believe that this councill think that it is right to switch off high intensity lights on a 30 MPH road and a footpath. Why were there high intensity lights in the first place? answere because the road is dangerous. The council have just told me that there have been no accidents on it err....could it be because there are high intensity lights there it is a major accident just waiting to happen because the speed of the traffic although light is extreem after 12 at night because the drivers know that the police are not available to stop the 30 MPH law breakers
