Parking Obstruction/Reduced visability

There are always 2/3 vehicles parked on the junction of Sugden close and School Green. This is reducing visibility for drivers going into Sugden Close from School Green and vice verca. There has on many occassion been a near collision because of this. Children also play on the cul-de-sac, the close proximity of these vehicles to the junction (they are approx 4 metres from the junction) also make it very difficult for drivers to see the children. I would be grateful if it would be considered to put double yellow lines on this corner to make the estate safer for drivers and children alike. There is also an issue of speeding on the estate. Again would it be possible for the council to consider making the estate a 20mph zone with signs.
