Advertising boards and goods blocking footway

The trader consistently blocks the footway with goods on crates and advertising boards. No visible sign of permit displayed in shop window. This is hazardous for pedestrians who are forced onto the carriageway.

The shopkeeper also dumps rubbish on the footway and the situation has become worse since I first reported it.

Someone has suggested Hackney Council hasn't bothered to do anything about this because it is on a Red Route. Does anyone know; is that true?

It is correct that this road is a Red Route.

As such, I believe that the 'management' of the highway sits with TFL and not Hackney Council.

Can this problem (with which I fully agree) be directed to Transport For London?
