Cars constantly parked on double yellow lines on Green Lanes.

There are cars constantly parked on double yellow lines on Green Lanes and yet they never seem to get tickets. It looks as though the parking enforcements are not being enforced in this area. Why not? Please advise ASAP. This problem is showing as fixed but it certainly is not.
