Dumped trailer of rubbish

This trailer has been dumped on Local Authority ground & is full of Refuse. It blocks access for Grass Maintenance. Although plated it appears not to belong to any local vehicle. Concern over exactly what rubbish is contained.

Approaching 4 weeks since dumping. Been independently reported to the Cannock Chase Council, but still no action. What do we have to do? Burn it?
The Local Council Jobsworth's have stated that they think (?) it's not their responsibility as the adjacent garage area is Private Property. The vehicle is on Council Maintained Grass verge, tended by Council Gardeners and subject to Council Planning Consent to replace a fallen Tree. I do believe that if you banged their collective heads together they would still not be able to find what's hurting? Now been referrred to Environmental Department to check exactly what Rubbish is contained. They travel in 2's. 1 to drive the other to write the Claim Form for expenses. Complete waste of Time !
As usual this problem has been dodged by the Council ! The Abandoned Vehicles 'lot' say that it isn't to do with them, as they have no jurisdiction on Grass Verges ! They referred it to The Environmental 'Lot' who also appear to have ignored it. So 8+ weeks later it still sits there abandoned, full of Rubbish, plated so that it is possible to find out who it belongs to. But the Police, who have the means WON'T do it, and the Council who also have vast Anti terror access also WON'T do it ! Makes you wonder why we pay for any of them . Their Priority seem to be either who they an dodge it onto, or why they are powerless to act. JOBSWORTHS THE LOT !
The Local Authority appear to be of mixed opinion.! Some of them say it IS their problem, others deny it is. The nett result is that ALL sit on their thumbs and do/have done NOTHING at all.
The Environmental Dept were 'persuaded' to take action. It was established that the Trailer was being used as a dump for Trade Waste, which was being taken to the Tip by a Householder. The Env Dept obtained a resolution of the eyesore Trailer and threatened action against the Trade Dumper. The Trailer has now been removed. The total time from bringing problem to Council attention to Resolutiuon was in excess of 26 weeks !
