Cars parked on pavement

There are frequently cars parked fully on the pavement (despite there being bollards to stop them). They drive between the bolards and more than once I have seen drivers toot horns at people waiting near the bus stop to make them move so they can park their car behind it, rather than pay for a permit. Traffic wardens do not seem to care that they are parked on the pavement, instead they only issue tickets to cars parked without permits, but at least they are on the road!

Cars are still parking on the pavement, dodging the bollards and avoiding fines, despite clearly breaking the law.
I pay for my parking permits, and I use the bus stop which these cars often obstruct. It's sickening to see wardens strolling by, ticketing cars nearby but ignoring the ones ON THE PAVEMENT!
