Road Sign states 80mph instead of 30 mph

The Speed limit sign states 80 Mph instead of 30 Mph. This has been done via graffiti and from a traveling vehicle looks very believable and without stopping and looking more closely, you wouldn't realise that it has been tampered with. Would it be possible if this sign could be cleaned of the graffiti or even replaced?
