Council recyciling bins have been located at the telephone exchange layby, thuis lay by is for telecom vans parking off street and to stop pedestrians using the road, now when vans or cars are parked at the recycling bins pedestrians are forced onto a busy road. There was no planning application nor roads consent applied for by the council. An accident waiting to happen
