Tree

There is a large overhanging tree outside my house which aside the falling leaves, the tree attracts thousands of very tiny flies which swarm outside my house,is it possible to cut down the tree or treat it to eradicate these flies? Its also affecting the four other houses on the street, can you help solve the problem please?

nothing has been done by council though the problem has eased

I managed to get someone at the enviromental health section of the council to tell me that the fly samples i sent them are harmless. I have someone coming to see the tree at my property 28/10/09 hopefully they will agree to cut it back or down...
