No maintenance of tree's which pose significant health & safety risks

The owner of 52 Broadlands Avenue has a number of trees (approx 6 in total) which are located beyond the fence of my property and which are on his land that runs along the back of my garden (his side access path). We have been living in our property for 3yrs & 9mths and in that time, he has done nothing to maintain these and they have now grown out of all proportion in such a confined area. They are a health and safety hazard as they could well be unstable, they have ivy growing up the trunks and the branches are used by the local pigeons who deposit their droppings all over our back garden and clean washing when hung to dry. We also have a young child and frequent young visitors who also face a significant health risk, as the droppings cover the garden toys/slide and so on. The trees also block out most natural light and in the Summer months, this is particularly bad, and the fallout of the dropping of leaves in the Autumn is a massive clean-up operation for us. Coupled to this, we both suffer from hayfever, that cannot be helped by these trees. The owner of the trees (no 52 Broadlands Ave) is a pensioner and may well not be able to afford the upkeep of his trees, but we are being punished as adjacent homeowners because of this. He is happy for the trees to be cut to size but has said that he won’t pay a penny towards this. As the branches overhang our property, this is also depreciating our house due to blocked guttering and drains from the tree residue/leaves and so on. We have had to pay a large amount of money ourselves to have the lower branches cut back but neither can afford the sum nor feel that we should have to pay for this ourselves as these trees are not on our property. Can you please send out a council inspector and assess this situation as it is a totally unfair situation that we find ourselves in and we would be extremely grateful if you can either enforce the maintenance of these trees or arrange for the appropriate department to assist with the reduction in the height and width of these trees. For reference, the trees dwarf not only our house but also 56 Broadlands Avenue and the flats behind Broadlands Avenue (located just off of Barnes Avenue) and they must be twice the height of our house at least. Your help would be greatly appreciated. (if you require any photo's at all, then I can oblige).
