Re Wheely Bins

What a shame that TDC have run out of wheely bin money for those of us who WANT THE BINS yet some lazy residents who live in St Lukes who have been given FREE bins yet refuse to use them because they say "i don,t belive in all this recycle lark" so they dump their black sacks in our Road for the seagulls to rip open and cause a mess in---Percy Road Ramsgate. What a disgrace and waste of public money, those who have been given bins should HAVE TO use them or be prosecuted for fly-tipping

Updates
More black sacks have been flytipped in St Lukes Avenue RAMSGATE Juntion with Percy Road Could TDC please look through the rubbish to try and identify who is responsable for causing this mess on a almost daily bases.
I think TDC do a good job and it is not them who make the mess. Some resident are still not using the wheely bins that they were given to use. They are just lazy and find it easier to just put all their rubbish in a black sack and flytipp it in a nearby street, they should not be allowed to get away with it.
