Dog Fouling and Threatening Behaviour by Owner

Last night a dog fouled the pavement outside my house. When I asked the owner to clear up after his dog he ignored me and carried on walking. I asked him again to clear his mess. he again ignored me. I walked after him and asked him again to clear the foul mess. He became abusive and threatened me with physical harm unless I went away. As he had been drinking I backed off and called the police as I did not care to be assulted. I believe that this man and his dog are responsible for a number of dog fouling cases around this area. We have reported this many times to the council (17+ times) and we never see any evidence of dog fouling being cleared or an increase in signs against dog fouling. Leaves me to wonder why we pay part of our council tax for road cleaning?

Despite continuing telephone calls to the Council on a frequent basis about dog fouling in this area, they continue to ignore the problem and assume the rain will wash their responsibilities and problems away. I think the Council's ignorance of this problem is as disgusting as the dog owners who refuse to clear up after their dogs.
After reporting the threatened assult to the police they were interested for a while but they then 'downgraded' the case to a petty offence and as there were no witnesses (apart from a whole street of people!!) they said they could not proceed further due to insufficient evidence. This is despite me giving them a photo of the perpetrator and a clear description. What a mockery of the justice system. I guess they had more important things to do like watching CCTV or filling in forms.
